For a few months in 1987, we almost got an Albert Pyun-directed Delta Force sequel starring Michael Dudikoff and Steve James, written by Menahem Golan, and produced by Harry Alan Towers.
The story opened with East German terrorists kidnapping the entire U.S. Olympic swim team mid-competition, then being rescued by the Delta Force. But it turns out the kidnapping was just a ruse so that the bad guys could get all of the Delta Force in one place, and then blow up their plane with a rocket launcher on the way home. The lead villain is Mueller, an East German who hates America, and plans to convince all of the world's terrorists to team up and establish their own nation whose "sworn purpose is the overthrow of democracy."
With Delta destroyed, an old General is brought out of retirement to train a new Force. (Presumably Lee Marvin, had his health held out.) His training methods are brutally grueling, and most Delta Force applicants drop out early, too weak to handle it. One young soldier emerges as a leader: John Lone (Dudikoff). The General dislikes him -- he's cocky, headstrong -- but the old General also sees a bit of himself in the young man. When John Lone disobeys his orders and single-handedly leads a hostage rescue in Egypt, the General has no choice but to throw his best pupil in a military prison.
Meanwhile, Mueller and his legion of terror take over a nuclear power plant in Florida, threatening to detonate the reactor unless they're wired 20 billion dollars by dawn. Meanwhile, Mueller and his legion of terror take over a nuclear power plant in Florida, threatening to detonate the reactor unless they're wired 20 billion dollars by dawn. The mission goes well, except that Lone's best friend & the team's demolitions expert (Steve James) is shot while trying to disarm the explosives. He instructs Lone how to disarm the bomb with his last dying breaths - and seeing the timer click off, dies with a smile on his face. Lone looks up to see the defeated Mueller aiming a machine gun at him -- if he can't win, he's taking the Delta Force's new leader with him. Fortunately, Mueller's machine gun was booby-trapped with explosives by the good guys and as soon as he pulls the trigger, he's "killed in a thunderous ball of flames." The Delta Force triumphs again.
Cannon had already over-scheduled Dudikoff and Pyun at this time, and presumably had trouble drumming up enough interest in a Norris-less Delta Force sequel -- they were back to advertising yet another version led by Chuck later this same year.
But, what could have been...
